ALLIANCE PACT Between PUK and KDP Declared and Adopted on 21 November 1994
The experience of our people, and the latest sad events, has provided an important fact, which should be comprehended and learned from it, is that the fighting between PUK and KDP is a suicide act for both parties and the annihilation of Kurdistan liberation movement as well as a waste of our people's achievement. It discredits the reputation of the two parties and the Kurdish movement regionally and internationally. These events asserted again that the advancement of Kurdistan movement, existence of the Regional Government of Kurdistan, the Parliament and the Kurdistan Front is very much tied to the unity and cooperation between the PUK and the KDP and to the unity of all the other sides in Kurdistan Front and the participation of all other political groups presently existing in Kurdistan.
It is visibly clear that the national interest makes it necessary for both to find the best normal and working relationship. This the only way to ensure both parties to remain popular and operate for the benefit of the people. Because of these reasons members of PUK and KDP political bureaus, in the presence of Messrs. Massoud Barzani and Jalal Talabani, met. After discussions and exchange of views they have unanimously decided on the following:
First:
Fighting between political parties and forces is forbidden and is criminalized especially between PUK and KDP and regarding it a national crime must not be committed. A campaign must be waged to influence members and cadres of the two parties against internal fighting by informing them and teaching them the spirit of democracy and believe in cooperation, political and peaceful dialogue in solving their differences and problems. To condemn use of violence, fighting, murder and hatred to promote their views and positions, or to use these acts in solving their problems which arise during their journey of national struggle and democracy which is currently underway in Iraqi Kurdistan. To forbid and criminalize using foreign powers against each other in internal conflicts or to use the country's wealth in this regard. Emphasis must be made in solving all problems and differences between the two parties, their organizations and members, by peaceful means and mutual respect for each others views. Even just the thought of resorting to arms in these circumstances must be avoided and regarded as reprehensible.
In the event a local dispute or conflict erupted it must be brought under control and stopping it from spreading. This must be regarded as duty by the leadership of both parties in general and by Massoud Barzani and Jalal Talabani in particular. Teach all the members the necessity of working together and realizing that a victory or defeat of one side is victory and defeat for the other. It is imperative that both sides work for the promoting of the principle of human rights and civilized behavior to solve to solve their natural and acceptable views. Both sides should work together to honor Parliament's law which forbade and criminalized internal fighting.
Second:
To avoid the creation of friction and encounter between the two sides the following should be considered. :
- Election
- Speed up the implementation of the census by the government committee so that it is finalized before the end of the present parliamentary session.
- To hold a free and fair election and to prepare for it by carrying out the census and normalize the situation totally and to provide all facilities to ensure that the election is not tampered with.
- To endeavor to form a coalition government which include the two parties and other national groups according to the outcome of the election.
- Election machinery should be studied according to the agreement.
- Agreement should be reached regarding the establishment of professional institutions, such as engineering, medical, etc.
- Agreement between all the parties should be reached to avoid friction during election time of these institutions and have the election carried out in a democratic atmosphere and to abide by it.
- Freedom of political parties institutions and organizations should be available to all and no one side should monopolize these activities. Rivalry in attracting the public should be conducted in a civilized way and by offering the public their views and services in a civil and fair competition.
- The two parties should provide each other help in order to accomplish their duties and tasks in every aspect.
- Party members and Peshmerga are not allowed to switch from one party to another with their weapons;
- Participation in the administration and authorities on an equal basis until the election is held. Monopolization in the government and semi-government offices are forbidden. The agreement on the establishment of government institutions, as laid out in the Paris agreement, should be speeded up to begin their duties (finance, Planning ....etc.)
- The two parties will agree to unite their positions in respect of the tribes and other past private militias according to the laws passed by the parliament equally on all of them. They will be forbidden contact with foreign governments or to establish contacts with foreign persons perceived to be of suspicious nature. They will not be allowed to play double games and blackmail towards the government and the two parties
- Joint Positions towards :
- Kurdistan political parties in Iraqi Kurdistan Region(IKR) according to Paris Agreement.
- Islamic tendencies in IKR on a democratic basis and according to laws laid down by the Parliament.
- Invigorating and enlargement of Kurdistan Front after amending its agenda and broadening it sphere to enable to take its role.
- Formation of a joint coordination committee to supervise and guide the media to serve the alliance and cooperation and to check provocation , offense, insult, and everything which may damage the relationship between the two parties.
- Coordination in the field of national and international relations and to unify policies in these aspects as it has been outlined in Paris Agreement.
Thirdly:
Formation of a joint political command which includes Messrs. Barzani and Talabani and the two political bureaus which meets regularly to implement all the agreements and to supervise the policies agreed upon. To promote the spirit of brotherhood and cooperation between the two parties and to direct policies related to regional and international concerns.
Fourth:
To honor Paris Agreement pending the signing of it by Messrs. Barzani and Talabani.
Fifth:
Genuine effort to implement the Paris Agreement totally and until this is achieved the two sides agree:
Restricting the number of Peshmerga not to reach more than 15,000 each and to review this matter at the beginning of the coming year.
An amount of fifteen million Dinars will be allocated to both PUK and KDP monthly to provide help for their Peshmerga. this matter to be reviewed again at the beginning of the coming year.
All militias to return to their previous jobs and occupations in a gradual way.
Coordination between the commands of the parties Peshmerga and to and to be used as a defensive force against the enemies and to guard the borders of the IKR. Also to guide the Peshmerga to have a spirit of brotherhood and collaboration to defend the country.
Retreating the forces from the cities and major roads and to place them in appropriate areas for defensive purposes only .
Other Peshmerga forces will be paid on previous basis.
Sixth:
Help of the families of the Martyrs.
Providing for the families of the martyrs is regarded as the main objective agreed by all the parties and other national forces and it has been agreed by all to reserve financial help to these families on a permanent and orderly basis as follows:
- Reservation of a salary for the martyrs families according to a legal framework and for the relevant institution to pay each family a monthly salary of 300 Dinars until their case is finalized.
- Forming a committee consisting of a mayor, his deputy and representatives of both KDP and PUK to audit all the accounts locally.
- All the martyrs affairs must be finalized within three months from signing of this agreement.
- Each side to prepare a list of 150 of their senior martyrs and each of these martyrs will be allocated a salary or 2500 dinars monthly.
Seventh:
Establishment of the Executives and Legislators on a democratic and civilized basis and remote from duality and nepotism.
Principle of shared responsibility will be adopted in the case of the office of the leader of the Parliament and the Prime Minister and equal authority will be enjoyed by the leader and his deputy with the usual consideration for protocol.
Deputy minister will be a professional person. His authorities will be determined by the minister.
Both parties agree that a full cooperation between the Head of the Parliament and the Prime Minister so that all important decisions are approved jointly
Eighth:
Adoption of a strategic plan to include political, economical, legal, development areas as well as relations of Kurdistan with the central government and the regional and international government . Steps to be taken to improve the livelihood of the civilian population rehabilitation of the agriculture and restoration of factories and agricultural institutions. Enhance effort in the field of international aid and allocation of part of those towards development projects and exploitation of petroleum and other mineral resources of the country.
Ninth:
Start of concerted political and media effort to show that federalism which we have adopted is against separatism and it consolidates the unity of Iraq and its sovereignty. Both sides adhere to the unity of Iraq and refute the chauvinistic allegation that federalism is a step towards separation.
Tenth:
As soon as the two organizations are combined (Zanyari and Special Organization) and placed under the authority of the government cooperation and coordination will be carried out between the heads of these two organizations.
The two organizations will not carry out any activities against each other or any political force.
The two organizations will concentrate their efforts against the enemy and their agents and to expose their espionage and subversive activities.
All subversive, assassination and espionage activities are forbidden and criminalized.
Eleventh:
The two sides will have a joint position towards the INC and the other opposition forces outside the country and towards the activities aimed at rescuing Iraq from the dictatorship and for establishment of an alternative parliamentary democratic regime.
Twelfth:
Assure the national and democratic rights of the Turkomans and Assyrians within the IKR constitution.
